Ok, firstly: The term Scotch, as the archaic adjective for Scottish, was used with the pejorative meaning of “stingy”.
Back in the 30s, in Minnesota, the inventor Richard Drew was testing the product for the manufacturing company 3M. In particular, Drew had problems with the adhesiveness of the cellar tape. Since there initially was adhesive only on the tape’s edges, the invention would not stick enough. One day, the body shop painter, frustrated for the continuous failures of the attempts, finally exclaimed: “Take this tape back to those Scotch bosses of yours and tell them to put more adhesive on it!”

M3 applied the name to all his tapes.
